Here's how to get a cheap hotel rate through Priceline using Name Your Own Price

Enter Minneapolis and your check-in and check-out dates and click on the Deeper Discounts image.
Select the "University - Metrodome" zone, 3-star Upscale, and enter a low ball price like $40.
Go through the screens, verifying that your dates are correct and that you've selected the 3-star level.
If you get it, great. If not, you can bid again right away. You'll probably get a screen that says Try Again Right Now. Now here's the trick: add a zone that does not have any 3 or 4 star hotels. At the time I wrote this there were four: Burnsville, Coon Rapids, Fridley, and St. Paul Northeast. You can add one of those zones to your bid and are guaranteed not to get a hotel in that zone.
So add the Burnsville zone. Keep your star level at 3 stars. Increase your bid by say $5 and hit Next.
If you didn't get it, add another zone without any 3 or 4 star hotels and try again.
The only hitch is that you may have to start over from the beginning if Priceline doesn't prompt you to Try Again.
In my testing I was able to get a 3* in the University zone for $50.
